RESIDENCE PERMIT IN UKRAINE

Ukrainian Temporary
Residence Permit
To register temporary
residence permit the applicant should submit to the territorial authority of the
State Migration Service of Ukraine (hereinafter referred to as "SMS of Ukraine") at the place of residence
of an alien or stateless individual the following documents:
- An application in the established form.
- An application of a host side.
- The photographs.

A passport document with
translation.
- Documents stating the place of residence for registration.

A copy of the order on the
appointment of responsible persons
-
A copy of the passport document
of a host side.
- Receipts confirming payment of services at a Visa and Registration
Department (OVIR) as well as state duties for the issuance of a
temporary residence permit.
In addition to the aforesaid
documents an applicant should also submit :
- For persons who arrived in Ukraine to work:
- For persons who arrived in Ukraine to participate in the
international technical assistance projects:

Registration card of the international technical assistance project.

A copy of the invitation, unless other is stipulated by the law and by
international treaties of Ukraine .
- For persons who arrived in Ukraine to work at religious
organizations on the territory of Ukraine:
-
Documents confirming the registration of organization according to the
established procedure.
-
A copy of the invitation, unless other is stipulated by the law and by
international treaties of Ukraine .
- For persons who arrived in Ukraine to work at the affiliate,
department, representation or other structural centre of public
(non-governmental) organization of a foreign country:
-
Documents confirming the registration of organization according to the
established procedure.
-
A copy of the invitation, unless other is stipulated by the law and by
international treaties of Ukraine .
- For persons who arrived in Ukraine to work at the foreign entity
agency:
-
Documents confirming the registration of organization according to the
established procedure.
-
A copy of the invitation, unless other is stipulated by the law and by
international treaties of Ukraine .
- For persons who arrived in Ukraine to work at the affiliate or
agency of a foreign bank:
-
Documents confirming the registration of a bank according to the
established procedure.
-
A copy of the invitation, unless other is stipulated by the law and by
international treaties of Ukraine .
- In other cases, if it is stipulated by the international
treaties of Ukraine :
-
Documents confirming the registration of a host side according to
established by the law procedure.
-
A copy of the invitation of a host side, unless other is stipulated by the
law and international treaties of Ukraine.
Ukrainian Permanent
Residence Permit
Foreigners and stateless individuals arriving
in Ukraine (or residing in Ukraine) for permanent stay should get an
immigration permit in accordance with the Ukrainian legislation. Thus, to
obtain a permanent residence card in Ukraine, foreign citizens have first to
obtain a Ukrainian immigration permit. It should be accounted for that
an immigration permit is granted
within the immigration quota.
The
immigration quota is established by the Cabinet of
Ministers of Ukraine by the following categories of immigrants:

Scientists and artists, whose immigration meets
Ukrainian interests.
-
High-skilled workers, who are in acute demand in the
Ukrainian economy.
-
Individuals who have made a foreign investment of
foreign convertible currency in the Ukrainian economy in an amount
equivalent to not less than 100 thousand dollars and registered in the order
set forth by the Cabinet of Ministers of Ukraine.
-
Individuals, who are siblings, grandfathers or
grandmothers, grandsons or granddaughters of Ukrainian nationals.
-
Individuals, who previously were in the Ukrainian
citizenship.
-
Parents, a husband (wife) of an immigrant and his or
her underage children.
-
Individuals, who have lived continuously in Ukraine for
three years after being granted refugee status or asylum in Ukraine as well
as their parents, husbands (wives) and underage children living with them.
Immigration permits beyond the given immigration quota are granted to the
following persons:
-
One of spouses, if the second spouse,
with whom he or she is married for over two years, is a citizen of Ukraine,
plus children and parents of Ukrainian citizens.
-
Guardians or trustees of Ukrainian citizens and those who are under
guardianship of Ukrainian citizens.
-
Individuals entitled to citizenship of Ukraine by territorial origin.
-
Persons whose immigration is of state interest for Ukraine.
-
Ukrainians who live abroad, foreign spouses of Ukrainians and their children
in the case of their joint entry and stay in Ukraine.
Stages to get a permanent
residence permit to
live in Ukraine:
1st stage. Getting an
immigration permit.
To get an immigration permit a foreigner shall submit the following documents
along with his or her application:

photographs.
-
Identity document.
-
A document stating the place of residence of an
applicant.
-
Information about the structure of the family, a copy
of the marriage certificate (if an applicant is married).
-
A document confirming that an applicant does not suffer
from chronic alcoholism, is not addicted to toxic substances or drugs, is
not ill with a contagious disease included in the list approved by the
central executive agency for the health care.
The item 5 does not refer to the following persons:
-
One of spouses (entitled to immigration beyond the quota), should a person
he or she has been married to for more than two years be an Ukrainian
citizen, as well as children and parents of Ukrainian citizens.
-
Individuals entitled to Ukrainian citizenship by territorial origin.
2nd stage. Getting a residence card.
Having received an immigration permit, foreigners shall submit the following
documents to a local visa and
registration department to have their residence cards issued:

Application of the pattern prescribed by the State Department on
Citizenship, Immigration and Registration of Natural Persons (hereinafter
referred as Department).
-
Copy of a passport document with an immigration visa stamped in it.
-
Copy of an immigration permit resolution.
-
Receipt confirming payment of the state duty or a corresponding exemption
document.
Applications for immigration permits shall
be submitted by:
-
Individuals permanently residing outside Ukraine to diplomatic
representatives and consular institutions of Ukraine abroad in places of
their permanent residence.
-
Individuals legally staying in Ukraine to bodies of the specifically
authorized central executive agency for immigration at their places of
residence.
Should one parent accompanied by underage children
immigrate, he or she shall submit a notarized application of a husband (wife)
that the latter is not against immigration of children with a father (mother).
In the case such an agreement is missing, a father (mother) shall provide
resolution of a relevant public body on children staying with their father
(mother). This resolution has to be legalized by a Ukrainian consular office,
otherwise not stipulated by international treaties of Ukraine.
